Development for me primarily means a progress of a situation from a worse one to better. There is development when there is changes seen in a certain situation or etc. and development only means for the better not for worse. Example, Xavier University was just a normal school long ago but through the hardwork of its past management to upgrade the quality of education, it has reached the standard of a university. Ateneo de Cagayan is now a Xavier University, and one of the best school in the country. These example depicts what "development" means...
